He survived "Ender" personally, though he was an infant back then. He grew up in
the "After-Ender" world and started his CDC career basically as test tube
cleaner and became a quite powerful person, only responsible to a body of
experts monitoring the
health of worlds population. He has his own experience with the "groundwork" and
has much respect and even sympathy for people like Alice Tharin - but you will not see any mercy if the
situation demands.

As Fiskel represents Genesis so does Hughes for the CDC (which is - now - also a very
big and powerful organization).
